Sound Weapon

Even a a science fiction movie has been made that features a sound weapon.... "Biggles" , loosely based on the Gavreau patents from the look of it.

This reminds me of a woofer design I saw on slashdot called a rotary woofer .
It was supposed to go down to 1hz.
Not sure if this would be usable as a sound weapon because it is below human hearing level.
It is basically a fan with the pitch varied by audio signal.
I would love to see an easy design for one.

I had almost built myself a pocket version from a schematic in a 1991-1992 publication of Popular Electronics.
