You need to be FAR more specific, for a start what type of EEPROM, and presumably you are aware you need a processor to use one?.

Yes - I'm using the CAT28C513-D Parallel EEPROM and I don't understand the functions of all pins excluding the data and address.

All that's left is:- Output enable OE, Write enable WE and Chip enable CE all of which are active low. What do you need to know CE enables all functions, CE & WE enables write functions, CE & OE enables read functions.
