Delay circuit

Hello,
I try to make a delay circuit that will lit the led from 10ms up to 1s using R1 (1MOhm) using TLC556 IC. the input is represented by V1

Do you think that this circuit will work?

If R1 is all the way to the right, U1 will short the supply when it triggers.
Should C4 go to ground instead of U2 THRES?

Regarding the first observation, should i insert a 100Ohm resistor in series with R1 ?
you right, C4 is from CONT (pin 11) to ground (- pin of C8)
