Water level sensor without a microcontroller

Hello there,
I need to make a circuit for alarming only high and low state of water level. For both of this levels I need to turn on a buzzer. When the water level is high the buzzer should turn on and when the water level is low a buzzer should turn on again. Can you suggest me a simple circuit diagram without any microcontrollers and is the following diagram possible in this case?
