You have a uni-polar 120v supply referenced to "earth"
60v is half of 120v.
Consider a conventional 3 phase supply,
the star point is connected to "earth" and the phases vary + and - about the reference earth.
So for a balanced load connected to such a supply, the star point will be at 0v.
