telephone ring delay circuit

i need a telephone ring delay circuit. when i dial my telephone, i want it to ring after 15 or 20 seconds. any ideas or circuits?

Mind if I ask what the practical use would be? Is it supposted to ring even after the caller has hung up?

Can be a ring detector starting a counter or triggering a timer, when time lapses then closing a relay for the telco to connect to the telephone. Can give you trouble to place a call.

i want to bypass the ringer in the telephone for a few seconds. after a few seconds it should ring.in the mean while the ringer has to be bypassed. is it possible?please give an idea.
