Salt generator intek eco6110 need help

I have a salt generator for my pool.im trying to diagnose in hopes to repair. Intek eco6110. I have 110 power incoming good, 13.3 vdc output from the voltage rectifier. And the cooling fan does come on.. there is 1 fuse on the board. It tests good as well..

.my problem is the led display doesn't light up at all..what should my voltage be for tye led display.? And what would the output be for the titanium.plates. at the plugs?
There is 2 prongs on the circuit board identified as test..is that a voltage test for the board itself. ? I feel the problem.is tge board or the led display I'd like to confirm which is bad...I'd appreciate some help and save 400. I don't have right now. Here is a pic of the board

I'd expect either a 5V or 12V DC supply to the display board. On one (or both) boards there should be a voltage regulator to give 5V (or 3.3v) for the logic circuits.

Can you get better photos of the circuit boards, so the components and PCB traces can be seen clearly?
