I've thought about making an electrostatic "ROM" electrophorus by printing the information in conductive ink (or just draw it very heavily in pencil) on a sheet of paper and having a dielectric cake between that and a sensing grid of wires above the cake. The cake would be charged electrostatically just like any other electrophorus and the wires above it could sense the charge of a filled in area.
