Input 110Vac into SSR via load (resistor) but output only 58Vac not 110Vac.

Hi All,
I have a question, i replace a new SSR (WoonYoung WYMY1C03Z40 http://woonyoung.com/eng/sub/view.asp?idx=223) into circuit board, Input 110Vac but the output only 58Vac. Anyone know what happen?

What is the load?
When you say "input 110 Vac", do you mean on the pins 8 12 side?
