Train chargers only for laptops?

Hi,
On the trains, it says the mains chargers are only for laptops, and not for mobile phone chargers.
Is this because a mobile phone charger might be single diode rectification and so may put an average DC level on the supply, and thus saturate any transformers?

Who knows ? https://www.chrsonline.ca/sites/default/files/2021-02/CHRS-EMIwithPhonesFeb2021.pdf Even phones can cause problems, but certainly perhaps chargers < 100W are likely to have active PFC but maybe now they do but not 12W mobile chargers or USB-C types.
