Is the base frequency the best signal to receive, is it the most powerful? or does it matter?

Yes, the base frequency is the strongest, by far!.

Is negative frequency the same thing as just going lower in frequency??

No...it's not the same thing. Negative frequency is one part of the total frequency every real sinudoidal signal has. Its just...in the math.

sin(wt) really has two frequencies: w, and -w.

Harmonics can go lower. They can even go negative (negative frequency).

as far as harminics are concerned the harminic content can be anything from DC (an offset) to Inf. However, for a repeating waveform the fundemental harmonic is always higher.

As to negative frequency. Just because mathematical maniplation can utilies a negative value within a formula does not mean that its practical, electrical counterpart exists... All a "negative" frequency is is a phase shift of 180deg
