Timer circuits?

I would like to put together a timer circuit that could trigger a relay twice every day, and run for 10-15 seconds. One time in the early morning, once at dusk. Would this be better accomplished with a CMOS timer or a disk/dawn trigger? Does anyone know of a diagram that would work for this application? The best way may be a PIC circuit, but that's way over my head.
I would be using a 6 volt battery as a power source.
