schematic dosn't look right??

found this schematic for building a pinewood derby timer but looking at the schematic it looks like the PIC is powered by 12v?

and not being proficient in PIC programming (working on a swordfisf prg. to do same) but the code looks very convoluted compared to swordfish?

I don't think the part number of the LM340T in the schematic is complete. The data sheet for the LM340 says it's available in 5V, 12V and 15V versions. The LM340T-5 would be the 5V version. Here's the datasheet:
