Precision Voltage-to-Frequency Converter,100 kHz Full-Scale, ±0.03% Non-Linearity from LM331 data sheet
I've stimulated it but it did not give any output....

I cleaned up your schematic and it sim's but I am not sure about your intended outcome.

Hi

The attached zip file contains "V-to-F Converter (1).asc". This version works.
The circuit needs a negative voltage to function, so it has been converted to a split supply.
The LM356 has a max supply of +/- 5V. So I reduced the supply to +/- 5V.
The original circuit is designed for a -10 full scale input, so you'll need a different op amp.

I circled the changes on the schematic.
