there are probably only two ways of making such a specialised noise:
One is to have a voice recording IC, then record an animal noise onto it
The second is to try and find a chip with these noises already built in (I don't know if they exist, but try looking at RS, Farnell etc and see what you can find)
The reason that you will probably need a specialised chip is that the noises you want to create don't have a regular wave form (e.g. like a siren does), so it would be extremely difficult to make a circuit using discreet components.
