Neon Mains Tester

I've traced the circuit for a neon mains tester: one of those plugs that shows 1, 2 or 3 neons depending on which (LNE) connections are made to mains voltage.

The original, and my copy both get a bit warmer than I'd like, so I considered increasing the values of the resistors. The only problem is that I can't see the expected symmetry in the design. Can anyone see how this works?
