Neon Mains Tester

I've traced the circuit for a neon mains tester: one of those plugs that shows 1, 2 or 3 neons depending on which (LNE) connections are made to mains voltage.

The original, and my copy both get a bit warmer than I'd like, so I considered increasing the values of the resistors. The only problem is that I can't see the expected symmetry in the design. Can anyone see how this works?

There are PNG images below (original layout, and optimised), I've got the Eagle SCH and BRD files if anyone wants them.
