I wanna make a project design proposal and the proposal that comes up in my mind was to make a PIC BASED FLOOD ALARM SYSTEM. Will you give me some ideas or features for this system?

Automatic water shut-off, if this is for a plumbing system.
Level sensing if the presence of some water does not constitute a "flood".

How could i able to sense the presence of water? through determining its water level? Does a water sensor important for this?? or it is okay if I'll just use water activated alarm??
