Need a real simple circuit diagram for flowmeter

Can someone please help me with a basic circuit layout for a pretty small flowmeter with a hall sensor. This is really small size project with a 5V power supply. I need to measure rotations with the hall sensor with a digital bar graph readout and a reset switch for the readout. Any help in laying out a circuit design would be awesome!!! or even pointing me in the right direction out there to getting started on this.

The hall effect device output is a frequency that is proportional to flow rate. The bar graph display requires a DC voltage input, so you need a frequency to voltage converter. Check out LM2917.
