MPLAB is the development environment for the Microchip PIC range of products. Unless you only want to use the simulator that comes with MPLAB, you really need some of the PIC MCUs and associated hardware (I would recommend one of the development boards but to make something that is usable, there are many projects on the web, and many programmers (I use the PicKit2 and PicKit3) around.
