Has anyone tried to boost the rs232 signal coming out of their laptop to make a self powered PIC programmer work?

I have built one, and it seems pretty simple, route the ttl back into itself and out comes rs-232 at 5 volts. I have built this thing several times and while it certainly activates the programmer now it will not program properly (although winpic thinks it does) nor will it erase properly, If it reads sometimes it will be correct but most times the reads only pull garbage information.
any ideas?
