Would this work. Its a vortex tube with a peltier cell. The vortex tube will get it down to about -40 F then go back around through the compressor until it gets really cold and there is a TEC stack making it even colder. Would this work?

The temperature differential that can be practically achieved with a vortex tube refrigerator is only about 108 degrees farenheit ..... a pressure ratio of 10:1 was used. ... not very effective as a refrigerator.
Rocket100, how can we know if it'll work or not, you haven't calculated the amount of cooling power you have, and we can't pull the numbers out of thin air.
