Help needed - counter circuit

I've built the circuit below. Unfortunatly, the fuse on my voltmeter has been blown by a numpty (aka me). I was wondering if anyone could tell me how v out would change over 20 seconds or so.

As its 16 bit divide, the counter would rollover to a count of 4, after 20sec, so the Vout = [4/15] * Vref.

thats about 0.333 *4 = 1.33V

hi,
Look at this sim of your circuit, you can see that bit Q3 is high after 20secs

Have you tried to replace the blown fuse in your meter.??
