Halloween lights

Hello anybody,

I am looking to make glowing eyeballs for our halloweeen display.
2 Lightbulbs 25-40 watts. Oscillating from about 20% to full brightness every three seconds.

Any prefab circuits out there I could use?

What do you think I would call this kind of circuit?

I do have electronics background - but I do not really use it very much.

I'd have to guess that these are 110 VAC bulbs. Haven't seen anything like that. DC powered lights would be simpler, safer too.
 
I have a PIC program

that controls 3 LEDs using PWM.
could be converted to 2 LEDs or 4 LEDs very easy.
uses a 18F1320 PIC, written in swordfish.
code as is resembles a candle
