Fading Circuit?

Does anyone have a design for a circuit that would cause approx 20 3v LEDs to start out bright, then fade out once the power was cut?

Yes I'm new here and am trying to figure out a special effect for a theatrical scene.

A big capacitor across the power supply to the LEDs will do that.
