Does any one know any good programs (mac/pc) that will design and test circuits that are cheap and easy to use?

For easy schematic and PCB designing go for Eagle. Lite version is available for free at www.cadsoftusa.com
Another free software is ExpressPCB (only for PCB) @ www.expresspcb.com

you could try electronicsworkbench, you can design schematics, and test them on the page to see if they will work.

ill go for ewb too. i used it and i still use it now for simple cirucuits. it working fine.
