Any control system, mechanical or electrical, has inherent delays/inertia. So it takes a finite time before the controlled item can respond to the control. The frequency response is a measure of the fastest control changes to which the item can respond without significant error.
 
Get a weight on a piece of string and make it swing. Try and place the weight over a specific point on the floor as it's swinging. You will soon realise what overshoot and frequency response is.
You will try and compensate to get it to the correct position as it waves around where you want it to be.

That's a feedback control system. You see it move and try to compensate.
