Component Identification

Does anyone have any idea what this is? I'm pretty sure it's neither a resistor or a cap. The RED wire directly from a USB 2.0 goes through it, and the BLACK wire goes through a DC/DC Converter. Any help is greatly appreciated.

I think that it is a self-resetting fuse.

Thanks a lot, I was thinking it might be a fuse from looking at it under a scope, but I wasn't sure.
