I can generate a pulse of 3.4 volts.will this be enough for 74160 ic to be considered as logic 1.

Look at the top of page 13 where it says V1h High Level Input Voltage: Minimum 2V

Are you really using a 74160?

The voltage level depends MAINLY on the technology of the IC, wheter it's LS, HC, AC...

Check the IC first, because these 74160 are really, really old. It's more likely that you have a newer one at hands.

The only thing which changed is that the information you want is on page 4, and Vin_High minimum is still 2V so you should be good to go.
