You don't, you simply buy a ready made unit for the motor you want to drive, unless this is an educational project, in which case, as you have no idea, you start with something similar such as a modified sine wave inverter.
You would need to rectify the AC and filter it with a big capacitor and then use an H bridge of adequate capacity to reconvert the line level DC back into a AC. The H bridge switching devices would be best off being driven from dedicated driver IC's so that a simpler low voltage logic system can be used to produce the variable frequency.
Its not exactly what you need but it does give you a rough layout of what an H bridge and driver IC circuit looks like that can use low power logic to control it.
