need to find power supplies on a board and havent really seen anywhere nearby that has one. if theres a good one on the radio shack site could someone link me?

Define cheap? There are no good & cheap multimeters. However since you mention Radio Shack this meter is a relatively inexpensive all around DMM at $29.99 USD. They can also be had at Lowes and Home Depot stores.

You don't make any mention of the ranges, accuracy or any parameters you are looking for so this is as generic as it gets.

Harbor Freight in the US sometimes has a small, cheap Chinese Cen-Tech multimeter on sale for a few bucks. Not great quality but fine for checking 15V to reasonable accuracy (probably within 1% or so but no guarantee).
