Turning on a TIP35C Transistor from a CD4017 IC

Have just been going over the circuit and thinking the 250k trimpot vr1 is the wrong value. Does anyone have any thoughts on this please?

How much variation in time do you need?
The minimum time determines the fixed resistor value.
The maximum time determines the pot value, and is added to the fixed resistor.
Be aware that pot value tolerance can be as poor as ±30%.
