what are the 2 factors that would change the hfe of a transistor?
Two would be collector voltage and collector current (but the hfe has to really want to change :D).

Transistors are affected by operating temperature and the chemical makeup of the device itself. A 2N3904 can have an Hfe range of 100-300 (given Ic = 10mA and Vce = 1V). Each 2n3904 you plug into an identical circuit will give a slightly different gain, as well as changing the ambient temperature will affect the gain.
 
What the Different b/w 2n transister & simple one eg; BC548.........?

I'm not sure what you are trying to ask here. Every transistor type is different in it's own special way. To fing the difference between two specific transistors, you will have to compare the datasheets for each.
