How to determine when an outgoing call is connected after ringing if i only have access to one phone in a circuit?...i.e the phone i am calling from.

It depends on your telephone system.
Some systems give a pulse of reversed polarity or a short disconnection of the voltage when an outgoing call is answered.
Other telephone systems do nothing at the originating end.
