Tank filling circuit with relays if possible

Could this be made so that the relays aren't powered up until I press the start button? It looks like right now the not full relay is powered as soon as the level becomes "Not Full".

Would it help if I had another level switch that worked the other way? I can probably add another level switch.

Also, I don't have a bubbler for a mixer. I have an air valve and an electric ball valve I need to operate with the timer, so I might have to add a relay to do both of these.
