simple LED circuit

I am trying to make a circuit which will do the following.
If the circuit has voltage applied to it (like 3 volts) then the LED will light up for 2 seconds and then shutoff until the voltage is removed and then re-applied.
Similar to how a car remote works. If I hold in the button to unlock the doors, it doesn't keep unlocking, just one time until I let off and then re-press it.
I am sure there is an easy way to do it but I have limited experience. Any schematic reference or advice would be greatly appreciated.
