Here is a newer circuit which uses more realistic values of the LDR resistances. Note that the LDR resistances on the data sheet you posted are in KΩ; the critical resistance at which the LED should turn on is ~ 35K.
Often an LED is represented by a diode with squiggly lines coming from it. Your second clue would come from the part number qtlp690c which Google says is an LED.
