Power controlling device

Hi,

I am trying to build a micro controller based power monitoring device. There are devices which need to be monitored. This micro controller would be connected to this device and when the powers goes down, the micro controller should send a SMS/Mail to a server. I am an amateur and hence would like to know how to start off this work.

What kind of power are we taking about? AC / DC? Low voltage or high voltage?

Its AC - High voltage...

I am thinking of using a GSM/GPRS module for mailing the information. Please guide me with the components required at the transmitter and reciever ends.
