Need help on power supply circuit

HELLO
I need help on working of power supply circuit (12vdc-5vdc) i attached file here
when battery is connected to connector signal goes to rectifier IC. the signal is rectify throw the rectifier IC . the cap is use as smoothing cap
then signal goes to regulated Ic . here signal is regulated
what is next process
how C3 C5 C6 and C7 are connected
why we use jumper

C3 C5 C6 and C7 caps are charge pump capacitors for MAX232.That is seperated from the power supply part.

Jumpers are to select the required voltages for the project.Ex:LCD needs 5V & if a 12V relay operated it needs 12V.

Jumpers are for different voltage levels selection, depending upon your devices on board!!!
Kindly update on exact problem you are facing on board.
