The schematic is not very clear but it looks like a pic chip is involved. If so then you'll need the program for it.

To the OP, to get 10 boards manufactured (assuming ~7.5cm by 5cm - 3x2 inches) will cost ~$20. It's really not worth while making your own anymore. They will be double sided but you can leave the top side empty.
