making 50%duty cycle

Does it need to operate at one frequeqncy, or at many different frequencies? How accurate does the 50% have to be?

it must work between 3 to 30 Mhz in diffrent frequency.i want to use a NE564(pll) and it need a signal with 50% duty sycle in its input.i want to make a synthesizer with this ic but my counter output hasnt the 50% duty cycle

The easiest way is just to generate a 6MHz to 60MHz signal from your counter and use a divide-by-two toggle flip-flop to get a 3MHz to 30MHz, 50% duty-cycle signal.
