Another problem with the experimental approach is that the relationship of turns, wire guage, and other parameters, to inductance may very well be highly non-linear. There is no practical way to do what you want to do, using knives and stone axes. Either buy the inductor, buy the equipment, or be prepared to engage in a long and painful research project, one turn at a time. We're engineers, not magicians.
