i need suggestion/help about my project

im currently working on my project a wireless switch for 4 devices
but im having a problem with my encoder/decoder IC availability of it
any suggestion on how can i switch wirelessly without the use of encoder/decoder IC and programming??? thx

You really need an encoder/decoder, but you don't need to do any programming - check the Holtek range of preprogrammed encoder/decoder chips - and the datasheets even show you what to do!.
