RANDOMNESS is a problem it itself. Something that counts at high speed with overflow and the time you stop the clock is not random, but it could work. Factoring the time of day still doesn't make it random.
Here's how I'd do the logic to get drive signals for 'win', 'lose' and 'draw' LEDs, using just 3 ICs. In practice the gate outputs won't provide enough current for a bright display so buffering or latches would be needed :-
