Generating a current between 0 - 250 mA for a load up to 40 ohms

Was there a reason why the Negative power suply is connected to ground? Why not -15 V?
Because the circuit does not need -15V to operate since the output is always positive, and that particular op amp is rated for 16V max between the plus and minus supply pins.
