Well I ended up going the silver solder route. After cleaning it good with a file it finally took.

Where is the power feed to the PTA2511P IC? The VCC pin shows no source feed, that could be your problem unless it is a voltage supplied by the IC to the circuit. Regardless, this IC has no power source and could be the root of the problem.

Look again, The voltage divider of R8 and R15 regulated by Vz1 to 3.9 V is the power source.
