Counting between 0 and 15 on two 7 segs

Sticking with 4000 series ICs and standard compononets, I need to be able to count up and down between 0 and 15 (or 1 and 16), using either up and down clocks as inputs, or 4 inputs in a binary sequence. If the clocks are used, it needs to stop once it hits 15, and not loop around, and the same when it hits zero. If using the binary inputs, it will already stop once it gets to 0 or 15.
