Could you program this matrix in VHDL?

Hi,

I must program in VHDL this matrix .It's a part of homework that I have to submit to my techer in September.But I do not understand enough vhdl to make it myself.VHDL is a complex language that takes months to do this programation and I need IT to finish my homework.
