convert voltage from slosh filter to PWM

Built this slosh filter ,thanks to post Mike Al.
My scope shows it is working but it will not run my fuel gauge.
I think it was designed to run a digital gauge .
My stepper motor gauge must need to pass some current to earth to work.
I was thinking of using a 555 timer to make a pulse width modulated signal from the slosh filter output, to drive a transistor to earth the gauge.
the output changes between 0.48v to 1.2v empty to full.
I not sure how to wire it up or what parts to use.
there lots of diagrams of pots connected to 555 timers but I only have my one output wire ,not sure what to do with the other 555 pins
