You know how some computers take up to 2 seconds max to discharge there capasitors and then swith off. Well would it be safe to make a gaget that will let the mains voltage go through the computer for about half of a second to charge the capacitors and then stop the mains voltage for about 1 second then switch back on for half a second. And keeps repeating this over and over agian, doing this will probebly make your electricity bill less.
BUT WOULD IT BE SAFE?

If understand what you are saying: switch the power on and off so you get the same amount of work done for less energy?

Im afraid that can never work. It would most likely cause damage to the power supply. You can never get more energy out than you put in.
